Select layers of observation
Fixed or PTZ cameras can observe defined sectors, while weather data helps interpret local conditions. Satellite information adds regional context, but has detection and update limitations explained by INPE. The design recommendation is to combine sources according to the area of interest, considering obstacles, lighting, visibility and access routes for field teams. Surveying the observation points helps establish where supplementary views may be required.
Treat alarms as hypotheses
Dust, mist, clouds and authorized activities can create scenes that are difficult to interpret. Analysis rules must be calibrated and evaluated with local imagery, without promising universal accuracy. Each alert should preserve its time, camera, observed sector and visual record for confirmation. Equipment unavailability also needs an alert: no detection does not demonstrate the absence of fire when observation has failed or an image is unavailable.
Organize response and records
Define who receives the notification, who confirms it and which communication channel will be used. A dashboard can combine maps, images and a history of decisions, while field actions follow organizational procedures and directions from responsible authorities. Periodic tests help check power, networks and notifications. Incident reports can guide improvements to coverage, training and maintenance, without presenting the system as a guarantee of safety.
What to assess for your project
- Map sectors, obstacles and observation points.
- Validate alarms with local images and conditions.
- Define confirmation steps, owners and communication.
- Test power failures and connection loss.

How COM3 can help
COM3 can help design forest monitoring, integrate cameras, connectivity and alerts, and organize an operational view of observed sectors. Deployment can start with a pilot to assess smoke detection, availability and the confirmation workflow together with the responsible team.
