LICENSES AND AUTHORIZATIONS
Requirements for your network.
These are different requirements. The assessment identifies the authorizations and records applicable to the installation and its intended use.
Service authorization / SLP
Assessment of the service and whether authorization, known as outorga in Brazil, is required. SLP serves restricted-interest communications for own use or selected groups, according to the applicable rules.
Radiofrequency use
Conditions for spectrum use authorization where required. Frequencies, channel plans, area and technical parameters must be compatible with the service and the regulations.
Station registration and licensing
Technical information for registration and an operating license where required. The assessment considers obligations and exemptions, distinguishing station registration from licensing.
Equipment approval
Verification of the models and their applicable ANATEL approval status. Product conformity does not replace service authorization, radiofrequency use authorization or station licensing where these are required.
Spectrum bands and authorizations depend on the project and applicable conditions. Authorizations are issued by ANATEL.

The work starts with your equipment, locations and documents. Deliverables and follow-up are defined in the contracted scope.
Engineering and documentation
Technical surveys, radiofrequency planning, document organization and application support, according to the assessment and applicable requirements.
Installation survey
Inventory of stations, locations, equipment, frequencies in use and available documents. Identification of information that needs to be completed or verified.
Design and regulatory assessment
Coverage, power levels and antenna systems related to the purpose of the network, the service and spectrum use conditions.
Preparation and follow-up
Organization of information for applicable applications and registrations. Support for tracking the process and responding to information requests.
Network updates
Document organization and assessment of adjustments for new stations, equipment replacements, location changes or configuration changes.

QUESTIONS ABOUT THE PROCESS

These answers summarize the points we check during the assessment.
Does every network need the same authorizations?
No. The service, operating model, radiofrequency use and exemptions determine the requirements. Service authorization, spectrum use authorization, station registration and licensing are separate areas assessed according to each case.
Does COM3 decide which frequency I can use?
COM3 can develop the plan and support applications. The choice must follow spectrum allocation, use conditions and the applicable ANATEL procedure. Choosing a device does not guarantee a particular band.
How are private LTE and 5G networks assessed?
We consider own infrastructure or a partnership, the responsible entity, applications and compatible spectrum. Technology alone does not determine whether service authorization, radiofrequency use authorization or station licensing is required.
Does approved equipment already permit operation?
Equipment approval concerns product conformity. It does not replace other authorizations and records that may be required for the service, spectrum use or stations.
Can an operational network be updated?
An assessment can cover the existing network and its documents. New stations, replacements, location changes and configuration changes are evaluated to identify the necessary technical and documentation updates.
Is there a fixed completion time?
The schedule depends on available documentation, project complexity and applicable procedures. It is defined after assessment; ANATEL reviews and information requests may also affect progress.
